Because she is a very blue turquoise who is coming into her colors. Most blue turquoise are blue birds with green foreheads. That it is coming in on one side of her head and not just her forehead might mean she is also a bit pied.

Thank you I didn’t even know this at first I didn’t think that this is normal

Sounds normal to me. CITES laws came into effect in the 1970s and restricted breeding to captive stocks only. His has caused a lot of cross breeding and inbreeding in the various parrotlet population and has created a bunch of different parrotlet coloring lines as the genetics play out.
