I think it's a state thing. Of course there are plenty of hobby breeders who don't band and I don't know how leg banding is even regulated so it's a tough one. I'm sure when you start breeding you will have to read up on it, but at least for Kiwi you know you don't have to have one put on.

I think the USDA regulates them from what little I have read about them or used to anyway. They were started from what I can tell when they were importing parrots into the US and they would have to go to a quarainten center so they were banned there. This was stopped in 1992 I guess and now CITES runs things??

It is confusing for sure. When I looked around about breeding birds in Missouri as a hobby breeder there was not any information on it that I could find. I could not even find information on being a large scale bird breeder here in Missouri.

Since I have Oliver's from Florida, his leg band has never remotely bothered him. I will leave it alone. 🐦😏

Yes, I live in a very small town... population 1000. The vet has refused to remove the bird's leg band... I think she should know what she's doing, and be more "up" on the laws than I am. That being said... Mrs. Mango will NOT be coming with a leg band... what I see in the video is a temporary leg band for DNA I.D. purposes, and will be removed before shipping.
