I don't know either for sure they might just be talking about poultry...

I would for sure not use anyone that was shipping with USPS and if you think someone is then just call the post office and ask them about it. I would just pick another breeder that uses airlines or try to find a local breeder/pet shop.

Well... I think I will call the post office, tomorrow, after work and ask if it's legal... at least, then, I will know for sure. It's confusing, because so many people are shipping via post office... and then I read the post office rules, and it appears that it's not allowed. In fact... this particular company I'm talking about posts this on their home page... "Please don't ask us to send your birds through USPS. It's illegal, and we won't do it." But, then... they "covertly" refer to doing just that. I might be missing something! Like... duh... I'm really confused.

And... something else... if it's legal... then why don't they just say, "we can also ship it USPS?" Why are they talking in "code"?

It is illegal to ship pet birds via USPS. That link that you shared outlines this and provides information for shipping a bird via an airline. Not only is illegal ti ship USPS, but the majority of birds wind up dead upon delivery. Here are the USPS rules: https://pe.usps.com/text/pub52/pub52c5_008.htm.

That link that you posted at https://www.plannedparrothood.com/sh.../shipping.html specifically has the page title "Air Travel Guide to Shipping Birds". The page specifically mentions that shipping birds other than chickens, turkeys, guinea fowl, doves, pigeons, pheasants, partridges, quail, ducks, geese, and swans - is illegal. One can ship day old or adult birds of those species only. The Lacey Act is a 1900 United States law that bans trafficking in illegal wildlife.


A responsible pet bird breeder does not ship through USPS.
