What kind do you have? I may know of one to recommend that reluctant birds would use.

I had one like that but would George only sleep on top of it. I got him another with a perch and, although it took him several months to start using it, he seems to prefer it to the one without the perch and sleeps in it every night.

My thought process was that if he does not snuggle at all then he won't want to snuggle in the hut. Chances are he simply doesn't like it, that I wouldn't worry about :) Maybe remove it for some time and then re-introduce it.
