Plucking or Molting?

I just got a little P'Let girl named Kisha. I've just noticed that she seems to preen a ton. I also noticed that little feathers have been falling out. About 10 today. I adopted her and her former owner told me she is almost 12 weeks old. Is this too young for molting? Or is she perhaps plucking? She doesn't seem to be plucking. It looks like normal preening, albiet excessive.

Any insight on this?

About 10 small down feathers. no Large Feathers. They seem to be in good condition. No visable patches. Also there seem to be what looks like pin feathers on the top of her head. Molt? Plucking?

I would vote molting. Especially if you don't see any bald spots. My birds seem to spend all their time eating and preening when they're not out :)
