We were told by our breeder that the cage we got is fine that Edgar doesn't need a huge cage.
It's 11 x 16 x 24 inches.
After reading through the forum it is obviously way toooo small.
We get Edgar out about two times a day. But since we have a dog (Oswald) and ceiling fans we do not allow him to fly freely.
Edgar seems happy and very playful, he is 4 months old.
What downsides will occur from having such a small cage.

I would agree that the cage seem small. I had Jinx originally in a cage slightly bigger than that for over a year. She would chew at the cage bars when she was bored and wanted to come out. But also back then, I let her out a lot since I didn't have any other non bird pets. Definitely convinced me that she needed a larger cage when I nonticed how much cage coating she ripped off!

I'd say that's definitely way too small. When I got Kiwi, my first P'let, I bought the "recommended" size - 18x18 -- it was a very nice King's Cage, but after she was home for a while and I read this forum, I realized my mistake.
I bought her an HQ flight cage and she's been much happier. I now have THREE P'lets and THREE HQ flight cages. I'd buy them again in a heartbeat! There are a few P'lets on this forum that do better in a smaller cage, but I don't think they're as small as Edgar's. Most, however, do better in as large a cage as you can manage.
Here's my birds' setup:

Parrotlets are very active birds, and they really do use a bigger cage. A bird in a very small cage such as the size you have simply can't move around much.

I had a small cage from my previous bird (lovebird) and was using it when I got my p'let. I quickly learned that these little guys need lots of room so I bought the HQ Flight cage. The small cage did not go to waste though. I use it as a sleep cage.
What I like about this is...it has his snuggle ring, and an optional sleep tent in it, and small water dish. I also have it covered. He seems to know when it is night-night time, and jumps right into it when it's time to go to bed. Something you may want to consider....

Yep, I'd say that's too small. Herbie also has the HQ that everyone above mentioned.
