Paper shredding bird

My parrotlet seemed to take up paper shredding at about the time he became "hormonal". Since then he will shred about 1/4 of his cage bottom brown paper for what I think is a "nest". He stays at the bottom of his cage for several minutes at a time and peeks up when I come in the room. The next day the paper gets replaced and he starts all over again.

Does anyone else have a bottom dwelling paper shredder?

Bean has a paper fettish. He does the same thing with string. He sometimes goes down to the bottom of his cage and shredds the paper but he prefers to wrap himself up with it.
