Yes. That is completely normal. They do this to conserve body warmth, and it means your little baby is healthy :)

My parakeets always sleep with one foot up...as Nick states that is a sign that they are healthy. When they sleep with their head back and both feet perched that's when I get concerned that they are ill. Kiwi (parrotlet) sleeps on one foot so you have no need to worry. She's funny .. she'll put a foot up if she puts her head in her wing but if she is just dozing, and doesn't put the head back but just closes her eyes to rest..both feet are down.

Growing up, my parakeets always slept on one leg, and my parrotlet usually does the same (but not exclusively).

I agree its normal. As long as he is using the leg normally when he is moving about.
